The conventional reply is 'free' as in beer, not 'free' as in speech...
In any case, Windows is not 'free' in either sense of the word, because
the PC manufacturer paid an OEM licence fee to Microsoft and passed that
on to the customer: Linux (Ubuntu) is 'free' in both senses of the word.
