Stop using Q_DECL_EXPORT

Bug description:
We're currently misusing Q_DECL_EXPORT in lots of places. What we're
meant to do is have a header that defines something like
OXIDE_Q_EXPORT and make this Q_DECL_EXPORT for the build and
Q_DECL_IMPORT for consumers.
