It might be possible to upgrade to 8.04 and then perhaps on to 9.04 but 8.04 is 
still supported until 2010.  7.10 is no longer supported so you really need to 
upgrade in order to be able to install program or really enjoy the full use of 
Ubuntu.  It is likely to need quite a large download though so you might prefer 
to just use the system you have but order the free cd of 9.04 from Shipit.  
These take a couple of months to arrive but 7.10 should be usable for 
web-browsing, office apps, cd/dvd burning and so on until then
