Screenshot captures noise in uneven multi-monitor setup

Bug description:
Steps to reproduce:
1. Use a multi-monitor setup with two different screen resolutions. [I have a
external monitor (1920x1080) side-by-side with the built-in laptop screen
(1366x768) ]
2. Applications Menu > Accessories > Screenshot
3. Select "Entire screen"
4. Click "OK"
Actual behavior: Off-screen section (below the display area of the
smaller monitor) displays random signal noise (see bottom left area of
attached image.)
Expected behavior: Off-screen section should probably be solid black.
