If anyone is interested, I've read through the rules for Winds of
Plunder and it looks really straightforward. There are 9 rounds, each
round everybody participates in a little semi-blind bid, then every
player spends 3 action points and moves their boat. Plundering a port
is done by "showing up" there. There are attacks on other players, but
it's just "being in the same place with bigger guns" (no dice rolling)
or using an action card for some effect. It may be lacking some in the
piratey goodness, but certainly not more than Jamaica.

It's not rated 2 hours as I said, but 60-120 which, after reading the
rules, seems to me to be about right. Turns seem like they'd go pretty
fast.
