Todd, Which game are you interested in? The Fleet series (which is modern naval combat with missiles, planes and all the hi-tech stuffs, well, not that hi-tech actually, more like 80-90s technology but not WWII to say the least). Or you are interest in the War at Sea and Victory in the Pacific games?
David, Unfortunately, I cannot find any pdf files, the best we can do is pass around photocopy rules book or somebody volunteer to scan the rules in, my old junk scanner is not windows XP compatible which I am running right now, thus, I cannot scan anymore. To tell the truth, although I have the Fleet series games, I have not played it yet, if there is interest, it maybe worth the time to learn it. I have no problem lending the rules out for photocopy or scanning...
