Speaking of Steam, during our game when we chose the City Growth action we pulled cubes blindly out of the bag. I recently came across a discussion on BGG where they said there are no blind draws in the game. Although Mayfair doesn't put their game rules online (and I am too lazy to walk out to the closet and get mine) according to the draft rules online:
"If you run out of Goods cubes during the game, do not refill the display. You only place cubes on the board and the display at the start of the game.
