The proper board to use kind'a depends on the project
and the goal(s) of the project.  I just happen to have
an ADI/Coyote so that is what I play with.  The Coyote
has a MMU and plenty of flash (16MB) and RAM (64MB). 
Maybe someone else has tried net-snmp v3 on a !MMU
machine?

The amount of memory needed really depends how
net-snmp is configured.  If you are already using
net-snmp v1/v2, enabling v3 isn't too painful.  You'll
most likely want SSL (e.g. openssl).  Openssl eats up
around 1MB on my Coyote.

The net-snmp v3 encryption can bog down a cpu
somewhat.
