It does support the 68VZ328 processor. But a lot more than that
is required for a specific platform like the Kyocera 7135 phone
you mention. You will need to write some support code for that
platform to get a functional system.
If you can give me some pointers about the nonfree parts that you know
exist in uCLinux it would help me free the OS also.
As far as I know all the source in the uClinux-dist is free. And it
is all source, so you need to compile it yourself for one thing.
