Thinking ... Emily just added the concept of a "Glass Pane" which is
always on top and used to provide visual feedback; the Draw Commnads are
the usual way to accomplish visual feedback (both these facilities are
not even shown as a layer in the layer view).
Once again I am going to ask what you are trying to do :-) Normally
people ask for a way to keep a layer always on the background ...
The simple answer is that the Layer View may not be the appropriate
thing to show your users; it *exactly* shows what the layers are and in
what their z-order is. If that is not what you want your users to do you
should consider copying the view for your own application and changing
your own copy to show or hide (or prevent the movement of) some of the
layers.
That said I think you can watch for changes to the layers list; and undo
any changes you do not like... but it would be preferable not to let the
user make them.
