Hi, I have a comment about the original question, which may have already been answered elsewhere, but I thought I'd throw my opinion in here anyway.
My understanding is that the copyright holder of any code always has the right to redistributed their code under a new license. This right is the foundation of opensource/commercial dual license approaches. So in the case where uDig has been distributed as EPL, and you decide to take a piece and push it down to Geotools (LGPL), then you, as the copyright holder, should have the full right to do so. Someone else will not have that right, only the copyright holder. I'm not a lawyer, so I may be wrong, but this is my understanding.
