I think the best move may be to push and try and find Justin some funding.
The Spatialite thing seems a bit bass-ackwards - while I understand having to put your own customer first, I would like to see Justin's patch accepted - I hate watching projects getting forked in slow motion :( Were you able to get the details from Justin about spatialite support for GeoTools?
