This sounds like one still coming from the wizards added by the Lisa guys back then? Hmmm, we should check back some version. That might also include the fact that it is no longer possible to drag some files directly into the layer view, they get added to the catalog, but not to the map. Therefore adding a layer below another seems to be impossible in one step.
