Since IPZilla is a tool only accessible to committers, and Frank is not fully a 
committer yet (waiting for webmaster to provision, according to one of your 
previous e-mails), I think this is why…

Got something you may be able to help with:
* Frank: You have mentioned getting dependencies from some kind of orbits 
repository? If you could look at the list of jars on that bug report - perhaps 
you can identify which is already available, and what will require individual 
requests.
It seems Frank is unable to participate in our IPZilla 
contribution<https://dev.eclipse.org/ipzilla/show_bug.cgi?id=7142> ticket.

He has raised a bug report to that effect 
here<https://bugs.eclipse.org/bugs/show_bug.cgi?id=404969>. It would be great 
if he could participate directly, as I have the danger of wasting the IP team's 
time trying to keep track of what the jars do.

If you have any ideas on getting Frank into the game it would be appreciated. 
Although I suppose it could be a limitation of IPZilla ?
