It can probably be offered as an option when a user boots up a LiveCD.
On the lines of:

Do you want me to copy all your settings from your Windows partition for
this session?
[Yes]
[No]
[Some settings]

"[Some settings]" would further allow the user to import what he would
want, and what not.

Finally, while ending the session, a similar pop up could ask the user
if he would like to write back the changes to the settings. Again, an
option of which settings to write back could be offered.

What sort of settings could be imported?

* Browser
Bookmarks,
Cookies,

* Documents
Symlink(?) /Documents to the My Documents folder on Windows?

* Desktop settings
Wallpaper
Icon set -> Portable?

... !

Sounds like an interesting project to hack on!
