The Chairman of the Presidential Policy Commission (PPC) of the Uganda People’s Congress (UPC) Dr. James Rwanyarare has attributed the recent attack on an Otada Bus that occurred on the Kampala Gulu highway to the UPDF.

He says the UPDF have failed to fulfill their obligation of protecting the lives and property of the Ugandan citizens.

Dr. Rwanyarare who was addressing a press conference at his office on Uganda House on Kampala Road on Wednesday afternoon said that after the attack, the UPDF explained it as the beginning of the Kony order to kill Any Acholi on sight.

He says that this revelation together with the past UPDF warning that Kony had hatched a plan to kill Arch Bishop John Baptist Odama point to one thing that the UPDF have appointed themselves as the Spokesmen of Kony and his LRA bandits knowing his plans, intentions and movements.

He further says that the intention of the UPDF in telling the people in the North that Kony would kill them is to force them back into protected camps and villages, which the former Archbishop of Canterbury referred to as "hell on earth."
