The Minister of Justice and Constitutional Affairs, Hon. Janat Mukwaya has told Court that the restriction put on political parties by the Political Organisations Act (POA) were to ensure that both old and new parties operate on level ground when the system of governance changes.
Hon. Mukwaya was on Tuesday being cross-examined on an affidavit she swore in favour of the Political Organisations� Act (POA) before a panel of 5 judges hearing a petition filed by opposition leaders like the Democratic Party�s Paul Kawanga Ssemwogerere and Reform Agenda�s Winnie Byanyima against the act.
Hon. Mukwaya submitted that since all political parties are ideologically different they would promote divisionism amongst the people if they are allowed to operate at national level.
Opposition leaders filed the petition on the grounds that some sections of the recently enacted Political Organisations� Act render Political Parties� activities non-functional and aim at establishing a one-party State within the Movement system of governance.
Hearing of the petition continues at the Constitutional Court where the former Iganga LC V Chairman George Patrick Bageya was summoned by the Attorney General to be cross-examined on the affidavit he swore in favour of the POA.
