Mulindwa, Secondary education in Uganda is not free. Its upon the parents to make sure school and examination fees are paid in good time.
Even if you send the money now, it is already too late. exams are taken at a stipulated time and if they have been missed, the pupils in question will have to retake them in the next examination year which is apparently next year. This is not a government issue. Its purely a school administration issue. From the report, the fees involved is really insignificant and the HM may have taken this action based on other reasons or unco-operation of the parents but am only speculating much as you are doing. When you say the NRM does not care about girls, you are not serious. The NRM government has empowered women more than any other govt and the record is there.
