By Paul Kaddu & Margret Ziribaggwa-Bukedde 23/11/2002 The commander of 'Operation Wembley', Col Elly Kayanja ( photo below) returns to Uganda next week to begin where he stopped to tackle thugs in Uganda. Reliable sources have been quoted as saying that Kayanja who is currently in UK is expected to return to Uganda next week to continue with his job of combating thuggery. "I shall begin where I stopped. I am returning to take on law offenders and this time with new tactics", Col. Kayanja was quoted as saying by 'Operation Wembley' sources. However, they declined to disclose the exact date of his arrival. "I do follow everything even though I am not in the country and robbers shall never again have peace in Uganda  from the day we began our operation", vowed Kayanja. The Chairman of 'Operation Wembley' and Inspector General of Police Maj. Gen Katumba Wamala has said that he knows that Col Kayanja successfully completed his studies in Russia but has since been attending to his personal matters and also having some vacation. Col Kayanja left Uganda in September this year for Russia for a tactical course on espionage by the KGB which was financed by the Russian government as per sphere of military co-operation between the two countries. When Kayanja left Russia on completion of his course, he flew to the US where he has spent sometime before jetting to London from where he is expected to fly back to Uganda next week to continue with his operation. Kayanja is due to return at a time when a thug known as BLACK who had threatened to kill him was put out of action having been killed last week as he tried to escape from security forces. Sources from 'Operation Wembley' say that security forces have uncovered plans by thugs to terrorise citizens during the Xmas season. However, the thugs have been outflanked and measures have been taken to face them at the different places where they are expected to attempt to rob the public. The sources also added that in general there has been a notable decrease in thuggery as most thugs have gone into hiding in the villages. From their hiding places, they plan to keep striking at security forces and to rob the public but that the secuirty forces are alert and will put them off one by one until they get finished. ----------------------------------------------------------------------------------------------- Abatemu n�ababbi munninde-Bukedde 23/11/2002
