IGG Hires Valuer For Udyam House

The Inspector General of Government (IGG), has hired a Kampala property valuer to establish the
current market value of Udyam House on plot 4 Jinja Road, Kampala.
Mr. Edward Mungati, a private valuer, has been assigned by Mr. Jotham Tumwesigye, the IGG, TO
establish the correct value of the building.
"The move follows complaints that the National Social Security Fund(NSSF) could have bought the
property at an inflated price.
Udyam House, which belonged to the Sugar Corporation of Uganda Limited (SCOUL), a subsidiary of
the Mehta Group of companies, was on February 2 sold to the NSSF at sh9.7b.
"There were allegations that the building, which houses the gender ministry headquarters and the Bank of
Baroda among others, was not worth sh9.7b," said the source.
"The critics claimed two different valuers had estimated the property to be worth sh6b and sh6.5b
respectively," he said. But the NSSF has denied the charges.
Mungati yesterday confirmed having received the IGG's instructions but declined to give the details. The
New Vision, however, learnt that he was given the assignment about two weeks. He is expected to
submit his report within a week.
On April 29, President Yoweri Museveni said the Movement Secretariat had also tried to buy Udyam
House. "We had even bargained for a good price, but we lost out to other bidders," he said

NSSF, ROKO Sign Shs 20 bn deal

The National Social Security Fund (NSSF) and ROKO Construction have finally signed and sealed a Shs
16.7bn deal to complete the Worker's House by June 15, 2000.
The ceremony took place last evening at the NSSF headquarters under the keen eyes of Ssentogo Henry
of Ssentogo and Partners the project's consultant, who cross-checked all documents to ensure they
had been properly signed.
Leonard Muganwa, the acting NSSF board chairman
signed on behalf of the chairman, Charles Okwi who is bed
ridden after an accident. The MD ROKO Construction,
Kurt Blaettler, endorsed for his company.
NSSF MD Joram Barongo thanked Ugandans, both
employers and employees, for their patience and said their
dream of completing the Workers House will be fulfilled
come the year 2000.
Asked as to what will happen if Alcon, whose contract was
terminated in May last year tries to slap another court
injunction against the new contractors, Barongo said he
has already contacted the company lawyers and they do
not expect any troubles.
Kurt said he would not betray Ugandans' confidence in his company, which has been here for 30 years.
"Us at ROKO unlike other companies, have all our legs in Uganda and if one is chopped off, we cannot
walk. This is why we have to keep our reputation" he said.
