I'll not get into the federo question/answer, for now, but do you know what caused the fall of Ugandanet? I'll tell you why. It is mainly because Ugandanet is now infested with the intelligence lice of the Museveni dictatorship. That's why. I'm sure the net will rise again to its full glory as soon as there is a regime change.

thank you for your note. Clearly you think the federo case is oversold,
however you have not answered my question "under what arrangement, in your
opinion, can Ugandans live together under a civil administration?".
The fall of Ugandanet was not due to the formation of other discussion
groups, it was due to "ushenzi huondoa akili". A handful of persons posted
so much abusive and boring material that many of the netters gave up on the
forum. The same thing would happen outside cyberspace, one drunk spewing
abuse can end what was , before his arrival, a stimulating discussion in a
bar.
It is possible, though trying , to maintain a useful discussion in spite of
the abusers. Those who have something worth listening to must write often.
That is why I eally implore you to give us your opinion.
