Netters This has really baffled me, here  we are with Rwanda complaining that her citizens must be disarmed and sent back to Rwanda to stand trial/s. Yet on the other side of their mouths they are signing agreements to exempt their citizens from those courts. Can some one help me and explain this before I blow up my self? You see it is kind of reasoning, I find when ever I try and hard, to understand the issues of Rwanda.  What exactly does Rwanda think is a fare deal? Then the little voice tells me that there is a type of Rwandese who must be tried for the killings they did in Great Lakes were real killings (And let us throw in the word genocide to make it really bold) , but other Rwandese who kill other people in great Lakes, do it for justice. Go and feel in the blanks. However, Washington objects to the International Criminal Court on the grounds that it could launch politically motivated prosecutions of US civilian and military leaders. The United States signed the treaty, creating the court under former President Bill Clinton, but it never went to the Senate for ratification. The Bush administration last May decided to renounce any obligation to cooperate. It is seeking Article 98 agreements with as many countries as possible. Rwanda will be the 22nd country to sign such an agreement with the United States.
