According to the spokesman for the International Atomic Energy Agency, he got this information from diplomatic sources.
Pyongyang will be proclaimed a member of the nuclear club with no regard to the US recent attempts to achieve understanding with North Korea and readiness to give written guarantees of economic and energy assistance to it, the IAEA spokesman stressed.
