Fighting Institution inefficiency can be resolved � if government is willing.
Uganda Teachers Trade Union, NEMA, , NOTU, FUE should come together and sue the ministry of Education Planning Department and Ministry of Works and Housing for endangering students, pupils and workers, working in appalling health and working conditions. The heads of the respective department and Districts Education officers are the main culprits �DFWA-U will offer support in all respects.

Ministry of education should come up with the following measures: at least according to the democratic farmers� workers alliance (DFWA-U) assessments and policy framework.
Every school or academic institution in this country must get a licence for its operations - licences must for now then be renewed every six-month in considerations of the following below.
These measures must be advertised in Uganda news print, media so that every citizen in the country reads about them and have good knowledge of them before the law catches up with them. Ignorance of the law is no excuse.
Mandatory Renewal of licences of operation for every academic institution: vocational, technical, primary, secondary and university institutions must be based on mandatory institutional evaluation at commencement of every term e.g.
(1). that classroom standards, are those that fulfil the ministry of education�s, working and academic requirements.
Failure to do so, Ministry of education: planning department as per DFWA-U policy will be sued for violation of workers� condition and endangering students and pupil�s health. I hope National Organisation of Trade Unions (NOTU), NEMA, UBOS and Federation of Professional employer (FEU) are reading this to call for court action and save the nation.
(2). That for all technical subjects offered in Uganda all equipment, laboratories and workshops are well documented and facilities accounted for. Such information must be handed to parents, students and pupils every term in booklet formats.
The frequency i.e. How many hours should be spent doing practical per week for every practical subjects should also be outline very clearly lest FRAUD CHARGERS are brought against the school administration.
At least the ministry of works and housing, environment, NEMA and bureau of standards must approve teachers� (workers) working conditions as well as students studying safety standards i.e. buildings, laboratories, equipment.
(3). That all school children/students have their particulars and pictures (names, age, date of birth, village address, parents particulars), well documented in a catalogue format plus their pictures age and class of attendance (this can be written in booklets, on a Computer Disk or published on websites the cheapest means)
(4). That administrators, owners of respective institutions, school and teacher population particulars (names, date of birth, village address, phone numbers, particulars, academic/work background) are well documented written in booklets, on a Computer Disk or published on websites the cheapest means for propel instant contacts. This information must be readily available to anyone who wants it.
For Every school or academic institution in Uganda their running school costs and assets (bank accounts /fixed, salaries) must all be well documented written in booklets as Banks around the country do with their quarterly, yearly accounts, on a Computer Disk or published on websites the cheapest means.
For Every school or academic institution in Uganda; academic literature, class timetables and academic schedules under which course literature, lab experiments must be covered must be well documented and such information give to both students and parents on commencement of every term.
For Every school or academic institution in Uganda must be able to produce such information at any particular time on request by a parent, student, pupil, and media or otherwise.
For Every academic institution in Uganda; must explain in details the purpose of course/s offered to pupils, students and its applicability in Ugandans environment, plus data on job/vacancy possibilities. That must be individual schools' policy in print format in regards to course offered thus.
Student and pupil work place visitations must be mandatory for students and pupils and all academic institutions offering technical and practical subjects at least three to five times every term.
For Every academic institution in Uganda school/ institutions' building site maps and school (architectural/ landscape) design of buildings and models must be made available and placed (NOTICEBOARD) where parents, students, pupils, and media or otherwise have quick assessed to them and can be instantly photographed.
For architectural/ landscape design of buildings, models designers and builders addresses, telephone contacts and particulars must be given in the above case for each and every school and kept with the school or institution as along as it exists.
Every district in the country through the district education office (DEO) must come up with academic maps locating the exact co-ordinates of every academic institution in his/her area of operation.
The information give above must be copied to district education office (DEO) in both digitised form and paper formats.
Uganda revenue authority must have access to this data irrespective of institutional business form � i.e. public or private run.
Exactly the same information must be availed to National statistic bureau � every term for entry and updating of their data bank before end of academic year.
Exactly the same data must be presented to NEMA and Bureau of Standards before any school is licensed and annual evaluation must follow thereafter on both working environment and building structures.
All data mentioned above must be kept for a consecutive period of 20 years from date on entry or registration; in both digitised format (Computer disks) and print and archived in paper formats.
We in dfwa-u it is our policy that a school or an academic institution which does not meet those most basic requirements will not be entitled to work on Ugandans soil.
Those who have been in the habit of offering licences to academic institutions without the above requirement will be prosecuted when we come to power under the works protection, health, environmental laws; teaching environment is also working environment but also must health for students and pupils.
Endangering other people�s lives through negligence is prosecutable by law of this country. Ignorance is no excuse.
The same must apply to all governmental and public institutions; hospital and healthy care centres, prisons, police station, etc.
