The saying:"A Fortune in the hands of a Fool is a Great Misfortune",
appears to be what is guiding most of us in the debate of Federalism.
Genuises usually make very complex issues/ideas common place,while
Fools make common place/simple ideas/issues very complex.Where
do we actually want to fall?.
From first principles Federalism is the acme of democracy and if we are
all embracing democracy in order to achieve Federalism,there is not a
reason under the sun for any ethnic chauvinists to think that by getting
Federalism,they will out tax what they perceive as "banaamawanga"
in order to force them to emigrate.
This concern should be raised but if we are really for democracy we should not let it bury us.Otherwise how would one explain why the
hordes of thieving African politicians were able to invest all the monies
they helped themselves to in the so called developed countries?.
If there are some of us who are playing underhanded games with Federalism,the ultimate price will be on their heads for in agitating for
Federalism all our cards must be put out on the table and not keep the
dangerous one up our sleeves for use to promote ethnic cleansing!.

Allow me express my opinion on the issue of federalism proposed to the Constitutional Review Commission by the Cabinet.
If the proposal is adopted, am afraid it will be a recipe for disaster. It will create unnecessary levels of administration that will be a burden to the common person, increasing chances of misuse of public funds.
In addition, with the middle class in Uganda now investing in real estate, being the remaining profitable activity and with the prevailing massive poverty emanating from unemployment and lack of business opportunities, the stage will be set for confrontation between Buganda and the middle class from other nationalities under federalism.
I have listened to most elite from Buganda, especially those who closely associate with the Mengo establishment. Deep in their mind, they believe other tribes are making easy money from their land.
With federalism, they will get a chance to have a go at them either through taxation or otherwise. However, they will be dealing with people who have money and other means.
Consequently, a conflict will arise that can easily tear Uganda apart. We already have a problem in Kibaale. This should serve as an eye-opener.
