Visiting Dutch minister for development cooperation, Agnes Van Ardenne, has said government should give special attention to the northern region due to devastation by the Lords Resistance Army (LRA) insurgency.

Ardenne while on tour of Gulu district on Wednesday decried human rights violations by the rebels and some UPDF soldiers.

She said the European Union parliament was in favour of establishing a human rights desk to monitor excesses by either sides.

"This region needs much more in the national policy...there are thousands of displaced people, there is great need for health services, schools and food," she said.

Ardenne was accompanied by the Dutch ambassador, Matthieu Peters among other Netherlands officials.

He met with state minister for northern Uganda rehabilitation Grace Akello and the northern Uganda Archbishop, John Baptist Odama.
