President Yoweri Museveni has said there cannot be industrialisation and development without solving the strategic challenges of creating employment for the people in the region and widening the national tax base in order to stop donor dependence.
He was addressing the 2nd New Partnership for African Development (NEPAD) eastern Africa regional summit of heads of state and government in Nairobi, Kenya on Wednesday, a statement from State House said yesterday.
The summit brought together 11 African countries and was also addressed by the host President Mwai Kibaki and Rwandan leader Paul Kagame.
President Museveni said other strategic challenges included the ability to tap the big African potential of electricity generation, development of industries for transformation of the abundant raw materials into finished products and developing the human resource through education and health facilities.
He said to achieve these development challenges peace must be established in the region, infrastructure and common resources like Lake Victoria must be developed and to develop research that is linked to agriculture, mining, industry and other social services.
He also said the region must continue to fight for its products to access the developed markets of the world.
Museveni said it was futile to talk of food security where there is still income insufficiency.
He applauded NEPAD for providing an opportunity for the region to develop and sharpen its tools in order to fight for its people's survival and future.
President Mwai Kibaki of Kenya said Africa must move fast towards integration under the African Union, which provides the ideal framework for continental development.
He described NEPAD as the implementing arm of the African Union for economic integration.
