Background to DFWA position
1. Everything that takes place on a nation level must be in strict observance of the law. That�s the democratic farmers workers alliance � Uganda (DFWA-U) position. Tinkering with the laws shows the present government incompetence.
- Multiparty talks CONTRADICT the legitimate institutions currently in place to discuss the future of our country. These are namely; the constitutional court, the Ssempebwa commission, the constitution and the parliament. How are multiparty talks going to fit in all the above?! What are they going to talk about?!
- A proxy to hoodwink and impose on the citizens a political system and structure not of their own choosing directed by sham multiparty talks.
- The multiparty talk show now splashed and advertised in Uganda media is nothing else but an empty strategy solely directed and in support of those who have benefited from political offices AND PLUNDER since 1962 to date and also attempting to extend their SOCIAL AND ECONOMIC EXPLOITATION of the Uganda TAX PAYER.
- These talks are NOT CONSENSUAL but as in case of the paramilitary (amuka) groups are illegitimate, and lacks any social and political direction. Uganda should not have laws and institutions by default.
2. For the above reasons the Democratic farmers and workers alliance �Uganda (DFWA-U) suggests the following as per existing legal institutions:
- Uganda is a society composed of varying society configurations; reflecting diverse social and culture matrixes, demographic disparities, natural resources, security needs, educational potentials, transformational and development levels.
- THEREFORE the above arrays can be the ONLY means reflecting society inherent needs but rather not pre-independence trivial and wishful thinkers.
- Every DEMOGRAPHICALLY UNIQUE (social development, historical past & present, languages, resources including cultural material resources) entities should select own representatives based on respective population data to debate a. the CURRENT LAWS & THE CONSTITUTION b). SSEMPEBWA RECOMMENDATIONS c). SECURITY OF EVERY UNIQUE DEMOGRAPHIC ENTITY & the army bill d). THE SOCIAL, POLITICAL AND ECONOMIC DEVELOPMENT OF THAT ENTITY e). THE FUTURE OF THE COUNTRY.
3. Political parties in Uganda should follow point two.
- On which basis is NRM organising and leading the sham talks- talks should be between equal abilities and potentials.
- Political parties should stop grabbing on every opportunity where the laws are not clearly spelled out.
- Diverse society needs and demands, as guiding political compass should be the starting point.
4. Referendum in a society like ours is ploy to hoodwink the people into false expectations: it is waste of money.
- Uganda is not a HOMOGENOUS SOCIETY � referendums therefore will never in such circumstances cover or reflect the TRUE & REAL diverse Uganda society group�s needs and wants- its muted and void therefore.
- The above based on declining participation in political elections in the USA and some Western European countries; we in DFWA-U are more than convinced that such political tools when used here can only worsen Uganda problems.
- Without a truly educated and full aware and competitive political society referendum will only increase the mistrust for politicians.
- NRM should stop thinking it has a monopoly on political will. 17 year is very long time given the technological possibilities to develop the country.
