DETAINED: Herdsmen push Capt. Ruteinama�s truck impounded at Masaka Police Station

TWO UPDF officers, a colonel and a captain, nearly shot each other on Tuesday near Katonga Bridge on the Masaka-Kampala highway during a scuffle.

During the confrontation, Col. Arthur Musinguzi of the army headquarters in Bombo overpowered and thoroughly beat up Capt. Robert Ruteinama, a battalion commander in Pader, eyewitnesses said.

The incident occurred at about 2:30 pm after a cow fell off a truck that was part of Ruteinama�s convoy and damaged the vehicle in which Musinguzi was travelling.

Ruteinama was travelling in a convoy of two trucks loaded with 68 head of cattle and goats. There were also 15 Karimojong herdsmen, Ruteinama�s two escorts and a pregnant woman.

Musinguzi alleged that Ruteinama treated him with disrespect when he asked him to meet the costs of repairing his vehicle.

Following the scuffle, Ruteinama was held and interrogated by the Military Police in Masaka.

�I�m a commanding officer of a full battalion, why did he beat me up over a minor offence that should have been handled by the traffic police?� Capt Ruteinama said during questioning. The Karimojong said they were undressed and beaten by Musinguzi�s men.

Musinguzi, however, told The New Vision that uteinama �underlooked� him by ignoring him and blowing smoke in his face.
