That Museveni's and his regime should (as part of collective responsibility) share the blame in the case of "ghost soldiers", is pretty much a valid point. Indeed, in all fairness, Museveni too must find himself before the "court marshal"
Kayombo too should be tried before the court Marshall for his role in the looting and pillaging of Congolese natural resources...
