Drop referendum, focus on poverty

As our dear President has been fighting almost all his life â against Amin, Luwero Triangle, ADF, RPF in Rwanda, DR Congo, and of course Kony in northern Uganda, I foresee a situation where he might be too tired to deliver beyond 2006.

His antagonism with Movement historicals such as Mr Eriya Kategaya, Mr Augustine Ruzindana and Dr Kizza Besigye, and his problems with the opposition and the Catholic Church may hammer the last nail in the Movement coffin because a house divided against itself cannot stand.

I would advise the President to abandon the third term project in case he harboured those intentions.

Some unscrupulous fellows agitating for the removal of term limits in the Constitution say the President has not come out openly to say he wants it. I think this amounts to taking Ugandans for a ride. Why is it that those opposed to the third term have continually lost their jobs - Kategaya, [Miria] Matembe, [David] Pulkol and [Henry] Tumukunde?

And what is the Cabinetâs take on the third term? Being the executive head of the Cabinet, does any logical thinking Ugandan think the Cabinetâs stance is different from the Presidentâs? My inference is that Mr Museveni wants the third term badly, otherwise he would castigate those who advocate for it.

I believe the Shs 29bn budgeted for the referendum could do a lot in fighting poverty and reducing the level of unemployment. Our country is still characterised by political potholes and the referendum will be rigged in favour of the third term protagonists. Ugandans have nothing to lose and every thing to gain if the two-term limit is maintained.
