Ghosts bush war rewards?

I listened carefully to the President's interview on Monitor FM February 1. The argument he raised about the presence of ghost soldiers in the army was not convincing. He mentioned the lack of equipment such as computers as a contributing factor to the presence of ghost soldiers.

If small institutions such as primary schools have a sense that computers are useful, why not the national army? Out of the Shs 300b taxpayers' money allocated to the army annually, 1 percent would be more than enough to procure computers.

It is better to believe that ghost soldiers are kept in records as rewards to senior commanders for their contribution to the bush war. In any case, having served as a Minister of Defence for over 10 years, should you, Mr President, face the court martial as well? If it is taking 20 years to modernise the army, I don't see the vision in seeking a third term.
