Minister to blame for ghosts as well

I have not heard anyone pinning the blame for the existence of ghost soldiers in the UPDF on either President Museveni as the Commander in Chief or the Minister of Defence.

Who has not heard on several occasions the President threatening us not to talk about "his" army (UPDF) because he is the one who can manage it? How could he - as the best manager for the UPDF, and his minister(s), fail over this long period to put in place any kind of auditing to keep track of the strength of the armed forces?

Is this not first class negligence of duty on their part for which Ugandans should have received apologies even before the inquiry is over? Would I be wrong to say that these ghosts are, to a very big extent, responsible for the failure of UPDF to rout [Joseph] Kony's LRA from northern and eastern Uganda?

We all know that ghosts cannot fight, except in the movie world!

If Uganda had crossed over to the civilised society, with a civilised leadership, the ministers responsible for defence would have tendered in their resignations a long time ago, and the President would have asked for forgiveness.

We should not be blinded by the fact that it was the President who called for the inquiry, it was a good act done too late after lots of our resources had been wasted by a few individuals.
