PRESIDENT Yoweri Museveni on Wednesday met a delegation of the United States Army Corps of Engineers who visited him at State House, Nakasero, writes Vision Reporter. The delegation, which was led by the US Army chief of engineers, Lt. Gen. Robert B. Flowers, consisted of among others the acting director of US Military Programmes, Maj. Gen. James A. Cheatham and the chief of programme integration in the US Directorate of Military Programmes, Dale Jackson, a statement from State House said.

It said Flowers told the President that his delegation was in Uganda to identify possible areas of co-operation between the US Corps of Engineers and the UPDF Construction Department as well as other local organisations.

He said the US Corps of Engineers could provide technical and scientific training to their counterparts in Uganda particularly in the field of construction.Museveni said Uganda would like to see continuous trade relationships and linkages between the two countries.

He briefed them about the East African Customs Union Protocol which was signed on Tuesday in Arusha, Tanzania and said the agreement would strengthen the voice of the East African countries in negotiations with developed trade partners. He pointed out to them that lack of the entrepreneurship and the issues of small population were some of Africa's major bottlenecks and said that the only way forward was to encourage private investment and to look for accessibility to big markets.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the state."

- Dr. Joseph M. Goebbels - Hitler's propaganda minister
