If Federalism makes sure that the Central Govt sponsors students from all regions of Uganda to promote fairness, Isn't that "good governance"??  What you are actually admitting here is that Federalism is good governance.  The truth can reveal itself, and what you've said is an example of that. 
 
Thanks Edward, for finally acknowledging that Federalism is Good Governance.  It is now about time you teach your gang about the goods in federalism.  Do that, and then we can continue as our discussion as well informed people.

If this S. Nairuba knew what she wanted, she should be supporting the Busoga Kingdom in its quest for Federalism.  Under Federalism the Central Govt will have to sponsor students from all regions of Uganda to promote fairness to all regions of Uganda. 
 
This is how bad this Unitary system is working!  There is no fairness!  Promote Federalism for all.

SIR ?I request the government to help students from upcountry schools and apply the quota system when selecting students to public universities this year.

This is because the system will promote fairness to all districts.

Most students who passed on merit are from central Uganda, which has good schools and too expensive for upcountry students.

So the rich afford the tuition in those schools, pass highly and are the same ones who qualify for government sponsorship at the expense of poor students!
