20 years later, the NRM military dictatorships is still in need of close to  5 
Trillion Uganda shillings to transform it's army, the NRA, to I hear a "proffessional" 
army. If It takes 20 years and 20 Trillion shillings to tranform an army..then you 
probably need to start a new Army all together. Wouldn't  you recon?

The Irony is that the Brits and other western so called Donor nations will probably 
grant Museveni  and his NRM  what they he need ...more money!..and at the end of the 
day poor Ugandans ( both present and future) will be the ones  to foot the bill to 
..in fomr of debt payment.

UGANDA requires about sh5.4 trillion for total transformation of defence.

The Minister of Defence, Amama Mbabazi, said this while delivering a statement on the 
White Paper for the Defence Transformation and the Defence Policy to Parliament 
yesterday.

  
"Through a scientific analysis, the total transformation cost was estimated at sh5.4 
trillion to achieve the vision force," he said.

Mbabazi said the Government had concluded the defence review process launched by 
President Yoweri Museveni on June 14, 2002 and that the Cabinet had considered and 
adopted the recommendations of the review.

He said at the current allocation levels, this would take about 18 years to achieve, 
adding, "Government has always stated that the Ministry of Defence is under funded.

The funding of the Defence review has clearly confirmed this."

Mbabazi said the review had determined that Uganda's strategic military requirement is 
for a small, affordable, well-equipped and well-trained force consisting of 
approximately 47,548 soldiers backed by adequate combat-support and appropriate 
reserve force.

The paper summarises key findings of the process and the key recommendations, which 
spell out the interventions, required to modernise and professionalise the Uganda 
defence forces, he said.

It also gives the processes required to manage the defence sector to create a force 
capable of defending the nation from all security threats.
