Pull the rug under NRM

In his article âDonors Stuck With Museveniâ (The Monitor Wednesday May 19, 2004),
Andrew Mwenda is right to highlight the role donors have played in propping up the
Museveni regime and, by extension, impeding a smooth transition to a democratic
dispensation.

Indeed, should Uganda revert to a state of anarchy, the donor community will have
nowhere to hide from the role they would have played in bringing it about by feeding a
kleptocratic and autocratic regime on endless amounts of cash that have contributed to
its entrenchment.

He is, however, wrong to claim that, a âlocking of hornsâ between the President
and the donors will lead to mutually assured destruction. Museveni, the proud
president of a country that cannot pay its own bills, has no capacity to destroy
donors, even figuratively.

They, on the other hand, have all the power and capacity they need to advise him to
pack his bags and head for Rwakitura, Kisozi, or wherever else meets his fancy, come
2006. Should he insist on hanging around regardless of that advice, and should he use
means that bring them into disrepute for supporting him all these years, they have
what it takes to destroy him. Even then they will remain with egg on their collective
faces, destroyed they will not be.

Having said that, the donor community have little time left to do what it takes to
save their reputations as champions of democracy, freedom and human rights: pull the
rug from under the decaying edifice the NRM regime is, and help the pro-democracy
forces rally together in preparation for its impending implosion.
