Scrap Graduate Tax � the Government agents must work!
1- I have read in astonishment, the arguments put forward especially by NRM functionaries, government stooges and said researchers, not least from MP Nyombi Tembo in the monitor and the most recent one by David Kaiza in the East African May 31 �June 6 quoting Muhumuza of KCC � giving all crude explanations as to how the nation will be dead once Graduated tax is scrapped. 2- Let us pose a question first, apart from the period preceding independence from the British, which regime the ghost Milton Obote presided over � which other regime has provided the citizens of Uganda; 1). Full Medic-care to graduated tax-paying citizens including free drugs, maternal and child-care? 2). Which government in Uganda � has ever provided graduated tax paying citizen�s children; with school meals, books, pens, ink, pencils and uniforms (Notice these were provided from taxes to all school going children before and after the sixties which was mandatory � now we hear Universal Primary Education a new innovation?!) 3). Which government, except the colonial government and UPC government has ever provided housing (shelter) to the graduated taxpayers? ( all works had housing facilities) 4). Provide pensions to the old graduated taxpayer who built this nation, NRM has destroyed? 5). Provide affordable transport to workers? 3- Why should the citizens pay graduated taxes � to pauperise or socialise their misery and poverty? 4- Graduated tax is not the only source of income to district and the state as it is claimed. 5- NRM itself (and not even Idi Amin could) destroy the Uganda Developed Corporation (UDC) that had around 99 public utilities held trust and on behalf of the citizens- these were stolen and sold to NRM bush warriors now liberators and revolutionaries. 6- UDC brought in the much need income to the state and districts alike, i.e. Uganda Railways, Uganda Hotels, Garment industries, Uganda Transport, Uganda Transocean, Cooperative transporters, Uganda Airlines, Uganda Commercial Bank, Uganda National Housing corporation, Uganda foods and beverages etc,. 7- How many districts in Uganda, therefore, have any sort of investment funds to generate incomes or how has KCC invested the graduated tax to generate income besides brutally demanding it from the citizens? 8- They tax tomatoes sellers, bicycles transporters and soon prostitutes! 9- Corruption in Uganda as it�s claimed is NOT A SOCIAL DISEASES but a STATE STRATEGY OF MAINTAINING POWER and for its use in the process of execution of tribal wars and in advancement of a special race! 10- Where did the money used in building roads in southern Sudan come from or the money used to buy guns for Kabila and those given to Rwanda? 11- Notice Uganda paid Tanzania for it commitment to the 1978-79 war in the range of US $ 300 � 500 million! 12- If graduated tax was not sufficient to provide the citizen for all their needs there won�t be enough money to finance for example the recent over U shs 1.6 billion African Development Bank conference at Munyonyo or buying junk helicopters, funding non- existent valley dams, brigadiers building palaces greater than those of kings, ministers driving pajeros etc? 13- Graduated Tax system is means by National Resistance Movement and its appended army of intensifying poverty and rob the citizens. 14- Economically empowered people are difficult to govern and NRM knows this very well hence the destruction of Luwero � this is written in NRM bush war strategy! 15- The largest population of Uganda are farmers, bodaboda cyclists, tax drivers, food vendors and street lumpens � the university educated- these earn below U shs. 200,000 a month. 16- Going by data on school fees; that range from U shs. 200,000 � 600,000 per term plus necessities including school chairs, books, toiletries, uniforms, cement and beds or U shs 400,000 � 1, 500, 000 for a university semester � no citizen mentioned in point 12 could be able to take a child to school! 17- Since the inception of KCC for example it had been collecting given levels of dues �but Nakasero, Owino, Kiseka markets, streets in and around Kampala, estates in Nakawa , Nagulu, Kamwokya have remained virtually the same if not deteriorated beyond repair! 18- For the government, the situation is so precarious � to such an extent that Uganda citizens without money can�t be admitted to any hospital or where they do they will die of lack of specialised medical attention and drugs! 19- We in the DFWA-U will abolish graduated tax as soon as we come into power- so that state agents must also work. 20- If it weren�t for the Japans dumping habits � uganda�s will never drive and old car or listen to fm radio on old electronics! This is killing the spirit of innovation as cheap scrap material can be recycled to be used for this purpose! 21- In fact most of what NRM claims to have started UPE, salt and sugar industry according to Prof. Rwabaihayo were UPC strategies.
