...how can  NRM "minister" Jim  Muwazi hail the finds below as quote " timely and a 
move in the right direction.  The findings below, fellow citizens, unless I am out of 
my mind,it does the findings below is nothing but a clear  indictement of the NRM 
military dictatorship, before the people of Uganda  for failing to perform the 
fundamental functions of a government;. that of providing it's citizens with better 
health care....That Jim Muhazi would stating that the finding are timely and in the 
right direction, clearly indictes the state of mind of the Muhwazi's of Uganda...They 
simply lack anything close to  logical reasoning or thinking!!!
On the other hand it might be argued that the "minister" coments are  intended for the 
International Donor communities from whom the NRM expects to pass the hat, if you know 
what I mean!!!

Shortage of essential drugs, absence of funds to implement health programmes, bad 
transport and poor physical conditions of health units clearly describe Uganda's 
health sector.

A new study into the sector by the Uganda Human Rights Commission (UHRC) also points 
out the inadequacy of trained health workers of all categories. The available medical 
practitioners get delayed salaries, have poor remuneration and most of them lack 
accommodation.

  
This was revealed on Tuesday at the launch of the publication: "The Voices of 
Patients", which shows the state of Uganda's health sector and how the health rights 
of patients and their attendants are being abused.

The Minister of Health, Brig. Jim Muhwezi, presided over the launch of the 85-page 
book at the UHRC headquarters on Buganda Road. He hailed the publication as timely and 
a move in the right direction.

The European Union paid for the study carried out by the UHRC Department of Education, 
Research and Training. It was conducted in Apac, Kamuli, Kampala and Ssembabule 
districts last year.

UHRC Chairperson Ms Margaret Sekaggya said, "We believe the findings will help in the 
improvement of the health facilities and increase the respect, protection and 
observance of the right to health in Uganda."

She said people have rights to privacy, confidentiality, informed consent, 
information, clean environment, dignity and self-determination.

The Director of Health Services, Prof. Francis Omaswa said it was high time Uganda 
made health services its first priority like other countries.
