KITGUM town council, overwhelmed by an influx of people fleeing rebel attacks, is 
seeking sh380m from the Government to offer social services.

"We have requested for some funds from the central Government because the influx is 
beyond our capacity," said the town's mayor, Alex Tabu.

He said because of massive displacement, the population of Kitgum town had doubled 
from 42,000 to over 80,000, many of whom lacked shelter.

Tabu said the council was unable to raise enough revenue to help the displaced.
