The UPDF High Command ordered for the hearings of all soldiers charged with creating 
ghosts in the army payroll to be in camera.

This was revealed by the prosecution team on Friday, led by Mr Fred Kiiza, during the 
General Court Martial hearing at Makindye.

"We have instructions from the High Command to hear all these cases in camera since 
they involve classified information concerning the army," Kiiza said. He was applying 
for Col. Poteli Kivuna and Lt. Col. Dura Mawa's cases to be heard in camera.

He said it was because the witnesses were likely to adduce evidence disclosing 
information and communications between the Commander-in-Chief and senior commanders, 
as well as field commanders and the general army headquarters.

Kiiza said if the cases were heard in public, they would weaken national security, as 
army secrets would leak to rebels. The accused include senior army officers and their 
juniors, all totaling to 60.
