Govt decision on city political Ssebaana

DISPLEASED: Ssebaana at a council meeting on Friday

By Josephine Maseruka

The mayor of Kampala, John Ssebaana Kizito, has referred to the Cabinet decision of not including Kampala in Buganda kingdom as political semantics.

Addressing a press conference at Bulange on Monday, Ssebaana wondered why Cabinet can think Ugandans are blind.

We all know Kampala is in Buganda. We are under the Kaggo (traditional sazza chief of Kyaddondo county). I call that political semantics, he said.

Cabinet on Thursday rejected the Constitutional Review Commission (CRC) recommendation on Kampala.

The CRC had observed, Logically, Kampala as a district located in Buganda, should fall within the districts that are in Buganda and we have no hesitation in so recommending.

The first schedule of the Constitution should be amended to include Kampala in the districts which are of Buganda, it said.

The Mengo government said the CRC recommendation on Kampala was a success for Buganda.

Ssebaana also regretted that the Government gives sh21b to the council in grants, which money is leased on specified programmes.
