AND HIS NRM NOW THE JUDGE, THE PROSECUTOR,AND THE HANGMAN? SOM MUCH SO THAT THE 
JUSTICES MUST RENDER DECISION  WHICH ACCORDING TO MUSEVENI IS NOT BIAS? SO WHAT 
EXACTLY IS MUSEVENI GOING TO DO TO THE UGANDAN JUDGES..REALLY WE WANT TO KNOW?



Museveni pledges to sort out judges

ENTEBBE - President Yoweri Museveni has said that the days for the âbiasedâ courts 
in Uganda Judiciary are numbered. âSome people say that the judges are above 
everybody. That is not true,â said Museveni, adding that judges are hiding behind 
the principle of separation of power to mete out injustice to the people.

âAnd if courts are giving biased judgements, then their time will also come. We had 
an army that was killing people, robbing our property, raping women, now that army we 
demolished it and we created a new army,â he said. The president was commissioning 
the Shs 600 million piped water supply project in Katabi sub-county on Friday. 

The National Water and Sewerage Corporation (NWSC) managing director, Dr William 
Muhairwe said the project was funded and implemented by NWSC between July and November 
2003.

While quoting a local poet from Wobulenzi, Museveni described todayâs soldiers as 
nuns, and challenged courts to emulate the UPDF and attract good poems about them. 

âThey should look forward to someone calling them angels. But now, I donât know 
whether they are looked at as thieves or something like that. You will hear, we shall 
have a solution for the judiciary,â he said. 

The president further said the Movement governmentâs target now is to ensure that 
safe water and electricity reaches each and every Ugandan. He said poor leadership and 
political differences were responsible for the failure of developmental projects.

âMoney is not a problem. The only problem is poor leadership, which has deterred 
development in most areas. Even in areas where people could have got safe water, they 
havenât because of this,â he said.

Museveni said he would soon make an arrangement where people would get free legal 
advice on the land law. He said he would soon appoint a special assistant to help him. 

âThe land law was very carefully made. It gives maximum protection to the tenants. I 
donât know why the eviction comes. Itâs because people donât understand the 
law,â he said. 

Water Lands and Environment Minister, Col. Kahinda Otafiire said the destiny of this 
country has to be decided by the people not by institutions like the judiciary and 
parliament. He urged the people who do not support the Movement to work with it [NRM] 
when it to enhance development.
