The Reform Agenda (RA) has advised the government to withdraw its appeal against the
June 25 Constitutional Court judgement which nullified the Referendum Act 2000.
The Reform Agenda said it was worried that the appeal, now in the Supreme Court, would
further delay the transition process. Reading from what he called an open letter to
the President and Parliament, the Reform Agenda Deputy Secretary General, Mr Louis
Otika, said the government must speed up the political transition.
Otika was addressing the press at the group's weekly briefing at their offices in
Kamwokya on Monday. The Reform Agenda last week announced a merger with the
Parliamentary Advocacy Forum to form a formidable opposition against President Yoweri
Museveni.
"RA's major concern is the retrogressive start of the political roadmap for transition
and delayed start of the implementation," Otika said. He said Parliament should extend
its plenary hours to deal with the several bills related to the transition.
The group Secretary General, Mr Geoffrey Ekanya (Tororo MP) said the opposition was
willing to resume dialogue with the government to expedite a smooth political
transition.
Otika said Parliament should immediately start debating the amendment of laws not
directly affected by the proposed constitutional amendments in the Constitutional
Review Commission report, but are relevant to the 2006 roadmap.

He cited such laws as the Police Act, Anti-Terrorism Act, Electronic Media Act, Penal
Code Act, Local Governments Act, Parliamentary Elections Act, Electoral Commissions
Act and Administration of Parliament Act.
Otika asked the Judiciary to dispose off all Constitutional cases quickly to enable
the government and Parliament get on with the transition process.
