What is the fuss over federo?

When will Ugandan politicians and opinion leaders learn to use established channels to air their grievances or make demands? I make reference to the current hullabaloo created by the demand for federalism for certain areas of the country.

Leaders of cultural establishments from Buganda, Busoga, Bunyoro, Bugisu and Pallisa were to submit a joint memorandum to the President. But the Katikkiro of Buganda went alone. Some members of Parliament are reported to have formed a caucus to sensitise the people on the merits of federalism. Is federalism a fundamental issue in the political transition process? In 2001, the government appointed a Constitution Review Commission to solicit peoples� views what amendments should be made to the 1995 Constitution.

The Commission traversed the entire country and considered peoples� submissions including a memorandum by the cabinet. The Sempebwa Commission produced a report. The report together with a government white paper are to be laid before Parliament for debate. The most effective way of dealing with federalism is to lobby members of Parliament. Parliament is the only forum that symbolises peoples� representatives at the national level.
