Even in Uganda it would be an insult on us affected if some impudence interpretes the amnesty as legal impunity.

A peace negotiation abroad was apparently proposed to Ugandan President Museveni by Joseph Kony, rebel leader of the self-styled LRA (lord�s Resistance Army), active for over 18 years in north Uganda. As reported by the local Monitor newspaper, quoting Ayena Odongo, a lawyer that conducted peace talks with the rebels on behalf of the government of Kampala. Kony apparently responded in writing that he would meet with President �Yoweri Museveni outside Uganda to open negotiations�, explained Odongo. A government emissary has already reportedly contacted some foreign embassies in the African nation, in particular the British and Swedish diplomatic representations. Presidential sources, reported by the newspaper, refer that Museveni is evaluating the requests and will soon take a stand. In the past weeks reports were already circulating on negotiation requests by the rebels; previous meditation efforts, ev
en those of the ARLPI (Acholi Religious Leaders Peace Initiative) failed. Since 1986 the rebels have been attacking civilians in the northern districts, forcing hundreds of thousands of people (over 1.2-million based on UN estimates) to live in gigantic �protected� camps, where based on an investigation by the MSF (Doctors Without Borders) published in the past days, �the situation is far and beyond a mere emergency�.
