THE National Social Security Fund (NSSF) is investigating the circumstances under which the Vice-President, Prof. Gilbert Bukenya, acquired a house at Muyenga in Kampala, sources said.
This follows press reports last week that Bukenya irregularly acquired a house from NSSF, resulting in a sh90m loss for the pension body.
NSSF yesterday said it was yet to trace in the files, any tenancy agreement Bukenya could have signed with them and that investigations were going on to ascertain whether any agreement existed.
NSSF public relations officer Charles Muhoozi said, �I am not in a position to say whether he was a sitting tenant. I can only comment on whether the VP paid rent after I have seen the tenancy agreement.
As far as I know, one cannot pay rent unless a tenancy agreement exists. We are still looking for the agreement. I asked the finance department but they do no t have it.�
Muhoozi said the house was withdrawn from a pool of houses, which NSSF passed to Housing Finance Company of Uganda for sale.
The Weekly Observer last week reported that Bukenya irregularly acquired a house from NSSF resulting in the pension body losing about sh90m because the highest bidder had offered sh240m and Bukenya took it at sh150m.
The paper also said as a sitting tenant in the house on plot 1774, block 244, Luboobo Close in Muyenga, Bukenya failed to pay rent, resulting in a loss of about sh80m in �would-be-rents� to the NSSF.Published on: Monday, 15th November, 2004

�Finance ministry does not have access to NSSF accounts�

THE finance ministry, the new supervisors of the National Social Security Fund (NSSF) can not access its funds, writes Ricks Kayizzi.
Mwesigwa Rukutana, the finance state minister, said recently, his ministry issues policy direction and guidance, to ensure that the workers� money does not disappear.
�All the talk that Movement politicians are sharing out workers� money is being fronted by our enemies, who are bent on tarnishing the name of Government. They would be suprised to know that I am not even a signatory to any of these accounts,� Rukutana said.
He was presiding over the fundraising of Nyakisa Primary School, Ntungamo. About sh26m in cash and pledges was raised.
Rukutana said since the NSSF board was suspended by President Yoweri Museveni, the only signatory to the Fund was Martin Bandebile, the acting managing director.
NSSF collects about sh8b from workers per month while total collections are now over sh400b.
