Speaker backs MP facilitation

THE Speaker of parliament, Edward Ssekandi, has said parties are free to facilitate MPs for consultations on the government white paper.

Ssekandi was consulting his constituents on the White Paper on Friday.

He said he was not concerned about the sh5m recently given to pro-Movement MPs.

Ssekandi was reacting to residents of Zzimwe village in Kyanamukaka sub-county, Masaka district, who demanded an explanation over the sh5m facilitation. �That matter is outside my office� he said.

Ssekandi said he only had authority over the money he gave MPs from the finance ministry.

The residents also asked Ssekandi how he would present their views in parliament and yet he is supposed to be impartial.

Ssekandi said he would use some ministers to chip in the views of his constituency.

Is this the 'trickle down theory' in practice?

If Movement leaders have seen the light about facilitating mobilisers, well and good

SIR� I have read with hope the article which has appeared in The New Vision of November 8, titled, �Movement mobilisers to be facilitated � Kigongo.�

To me, this was long overdue. But if the Movement leadership has now seen the light, well and good.

In the article, Mr Moses Kigongo (left), the Movement vice-chairman, advised low-cadre mobilisers not to worry about the sh5m given
to the Movement MPs, since the giving was following
the hierarchy.

He also said that they would use the service delivery method.

The idea of sharing the Movement cake equally is good. However, the method of following the hierarchy had been for long misused by those at the top.

As a result, low cadres and grassroots mobilisers have for long been concerned about this method.

First of all, who identifies Movement mobilisers? Some bicupuli mobilisers (i.e. those who are in the good books of top leaders) can be facilitated at the expense of real mo bilisers (cadres).

So schemers benefit.
Secondly, service delivery
is not facilitation. Seasoned mobilisers are being ignored
by newcomers.

Therefore, with all due respect, my appeal to President Museveni (right) is as follows:

- He should find ways of appreciating the efforts of seasoned mobilisers.

-New mobilisers should be identified and deployed in strategic positions.

-All mobilisers should be fully facilitated to perform their assignments.

-Watch out and identify
genuine mobilisers from schemers. Some hyenas are among the sheep.
