I hear " to  lure" the so called "rebels" .... like some kind of  animals which one must lure . Bunage abassaga ga baciru Dal Dal..They would like to lure the so called ADF or is it Peoples Redemption Army..

THE Amnesty Commission has set up an office in the volatile eastern DR Congo, to lure and facilitate the People's Redemption Army (PRA) and the Allied Democratic Forces (ADF) rebels to return to Uganda.

Amnesty Commission acting chairman Ganyana Miiro told a press conference yesterday that the DRC-based UN peace- keeping force (MONUC) put the number of ADF rebels and their families at 1,000 and the PRA at about 100.

Miiro said the office would be at the MONUC headquarters in Beni and would start operating on November 22.

He said the Irish government had provided US$150,000 to start the office and to resettle some West Nile Bank Front (wnbf) rebels. He said WNBF rebels, who returned recently, had been prepared for resettlement, which would be completed today.

The move to lure Ugandan insurgents in the DRC comes as war-torn Congo prepares for general elections in November 2005.

The UN has also asked Rwanda and the DRC to institute programmes to lure back their nationals in the rebel groups, especially the ADF.

Miiro said some PRA and ADF rebels met Amnesty Commission officials, who were on a fact-finding mission in eastern DRC and said they were ready to talk.

He said the rebels were concerned that resettlement packages were too small and wanted a guarantee that they would not be persecuted on their return. They also wanted compensation for property which they had acquired in the DRC.
