Fellow Citizens:

In reality , for how long have the Mbabazi promised "total peace" in Northern/Eastern  Uganda? ...did  NRM and Museveni bring peace to  Northern and Eastern Uganda even as they said they would? the answer is unequivocally NO.

The fact of the matter is that, if you are intelligent enough to read between the line, 

the NRM military dictatorship has been under tremendous International  pressure  from members  of the International Community  to seek another avenue  ( other then the military one it has been pursuing for the past 20 years)  to resolve the Catastrophic  Humanitarian crises in Northern and Eastern Uganda.

I believe that the NRM has chosen to  engage in serious negotiations with the so called "rebels" only after citizens of the United States, through their representatives in the United States Congress  and Senate showed   and stated their concern about the Humanitarian  Catastrophe  now engulfing the whole of Northern and Eastern Uganda.

Indeed, without such concern, as expressed by the recent White House press realize,  Museveni's NRM would still be fighting "rebels"  In northern Uganda.

And now , even the so vcalled Peace Talks between the "rebels" and the NRM military dictatorship is about to be derailed, Because of elemenyts such as Mbabazi  who have chosen to beat their chest  instaed of eating the "humble pie" so to say! and seek a genuine end to the choas in Northern/Eastern Uganda.

Total peace by 2006 � Amama Mbabazi

DEFENCE Minister Amama Mbabazi has announced that there will be total peace in northern Uganda by the 2006 elections with or without the ongoing Betty Bigombe-brokered dialogue with the Lord�s Resistance Army, writes

�I need to stress this point. I can assure the public that come 2006 elections there will be total peace in northern Uganda whether through this dialogue or other means. People in northern Uganda will go for elections like the rest of Ugandans in a peaceful environment,� Mbabazi, also Attorney General, emphasised while appearing on Capital Radio�s Capital Gang talk show on Saturday.

On why the LRA leader Kony should not be relocated to another country far away from Uganda and Sudan, Mbabazi said, �We earlier agreed to re-locate him 1000 km from our common border with Sudan but Sudan was not keen at that time. Kony is a much more serious criminal in the eyes of the world. Kony is a war criminal suspect. His situation is a lot more complicated.�

He said LRA was willing to talk now �because of the UPDF military pressure. We have improved firepower and mobility. UPDF has been inflicting very serious damage on LRA. He is in danger of being wiped out. We have had hardcore LRA surrendering. Without talks he will be eliminated.

�The other factor is that our diplomacy has worked. We are now happy with the cooperation of Sudan. Sudan has cooperated because they realised that there is danger of military damage from our troops. They are now supplying us with exclusive information,� he explained.

Mbabazi said the government was committed to peace talks. �We are going to talk. It is dialogue to surrender, to accommodate them, to give them a chance to respond to the amnesty. They will be integrated into society. It is a blanket amnesty.�

The minister also said that those who have been collaborating with Kony would be pardoned. �It is not a bad idea to have a list of shame for the collaborators. But we should let bygones be bygones. Let us start afresh.�
